Nuevas bases jurídicas de la reforma a la seguridad social en Colombia

El presente artículo hace un recuento del sistema de salud colombiano hasta llegar al nuevo sistema General de Seguridad Social en Salud regido por la Ley 100/93, cuya aplicación significó un cambio radical en el modelo de prestación de servicios de salud en Colombia y, como todo nuevo proceso, ha sido objeto de críticas en diversos sentidos, al punto de poder afirmarse que pocas transformaciones en Colombia han despertado tantas reacciones por parte de todo tipo de personas y de grupos. Es innegable que la puesta en marcha de un nuevo modelo en salud requiere seguimiento y evaluación continuos, de tal manera que se detecten en forma oportuna los puntos débiles y, por consiguiente, se establezcan los correctivos pertinentes. Se analizan los logros y dificultades del nuevo sistema, así como los intentos legislativos de reforma que se adelantan actualmente en el país.
The present paper gives a review from the Colombian health system toward the new general system of social security by the 100/93 law. The application of the 100 law of 1993 meant a radical change in the Colombian health medical services model and as a new process has been criticized at diverse point of view up to afirm that very few transformations in Colombia have awaked so many reactions from all kind of people and groups. It is undoubtedly that the carry-on of a new health model requiris continued assessment and evaluation such as a way to detect the weak points at time and as a result, the appropiated solutions would be established.
The success and the difficulties of the system are analyzed as well as the legislative approaches of the reform that are conducted at present in the country.
