    Este estudo objetivou contribuir para a avaliação da efetividade da cartilha e do manual "Toda Hora é Hora de Cuidar" do projeto "Nossas Crianças: janelas de oportunidades" (projeto Janelas). Entendendo que o desenvolvimento infantil saudável depende de cuidados afetivos, responsivos e estimulantes, e ambiente promotor de saúde, o projeto Janelas foi desenhado com o objetivo de ampliar as ações das equipes do Programa Saúde da Família (PSF), tendo como princípio superar a abordagem tradicional da assistência, centrada em aspectos biológicos, para outra, voltada a ações integradas, em diferentes níveis, valorizando os cuidados que promovem o desenvolvimento infantil. Está baseado em uma abordagem emancipatória de educação em saúde, visando contribuir para empoderar as famílias na promoção do desenvolvimento infantil, mediante compartilhamento do conhecimento e ampliação de sua participação no processo de atenção à saúde da criança. Para tal, foram elaborados a cartilha e o manual de apoio "Toda hora é hora de cuidar", enquanto tecnologias a serem utilizadas pela equipe de saúde na promoção do desenvolvimento infantil. A cartilha é voltada à família e o manual à equipe de saúde.

    Abordam temas como:

    alimentação, higiene, prevenção de acidentes, amor, segurança, brincadeira e direitos da criança, da gestação até seis anos de idade. Para avaliar a efetividade destes instrumentos com os agentes comunitários de saúde (ACS) foram realizados grupos focais com 29ACS e questionários auto-aplicáveis com 125 ACS, buscando responder a indicadores de avaliação elaborados no início do projeto. As questões fechadas foram submetidas a análises descritivas e inferenciais e as questões abertas e os grupos focais a análise temática de conteúdo. A maioria absoluta dos ACS considerou o formato, conteúdo e linguagem dos instrumentos adequados para apoiar suas ações na promoção de ) desenvolvimento infantil. O material é utilizado em visitas domiciliares e grupos educativos em serviços de saúde e creches. Há dificuldades no trabalho com as famílias, dadas as adversidades que as marcam e o pouco envolvimento da equipe de saúde com as ações do Projeto. Os instrumentos são de fácil compreensão, abordam assuntos cotidianos, foram bem aceitos pelos ACS e legitimam suas ações nas atividades com as famílias. Porém, as mudanças políticas ocorridas na área de implantação do projeto, a sua não incorporação ao cotidiano de trabalho nas unidades, e as dificuldades que o ACS encontra na implantação do PSF interferiram nas atividades e levaram ao seu enfraquecimento. Considerando a avaliação positiva dos ACS em relação à adequação do material, e os relatos de experiências produtivas nos locais envolvidos com o projeto, pode-se afirmar que os instrumentos são adequados para apoiar os trabalhadores na promoção do desenvolvimento infantil. Para tal, faz-se necessário um maior envolvimento das equipes de saúde na proposta inovadora do projetoJanelas, sendo de fundamental importância o investimento no processo de capacitação e acompanhamento das atividades desenvolvidas pelo ACS.
    This study aimed to contribute to evaluate effectiveness of the guide book and the manual entitled "Every time is time to take care" part of the project "Our children: windows of opportunities" (The Windows Project). Considering that infantile development depends on emotive, responsive and stimulating care and also of a health environment, the Windows project was designed aiming to extend the staff´s actions of the Family Health Program (FHP) intending to overcome the traditional approach of assistance centered in biological aspects, working towards integrated actions in different levels, emphasizing care actions which promote infantile development. It is based on an emancipating health approach, aiming to contribute to family empowerment in the promotion of infantile development, through knowledge sharing and increasing their participation in the process of the child's health attention. Consequently, the "Every time is time to take care" guidebook and the support manual were elaborated as technologies to be used by the health staff to promote infantile development. The guidebook aimed to be used by the families and the manual by the health staff.

    The instruments approached the following themes:

    feeding, hygiene, prevention of accidents, love, safety, play and child´s rights, from gestation up to the age of 6 years old. To evaluate effectiveness of these instruments with the health community agents (HCA), focal groups with 29 HCA were formed and self-appliedquestionnaires were answered by 125 HCA, to obtain indicators of evaluation elaborated in the beginning of the project. The closed questions were submitted to descriptive and inferential analysis and the open questions and the focal groups to the thematic analysis of the content. The great majority of HCA considered the format, content and language of the instruments appropriate to support their actions to promote infantile development. The material was used in home visits and educational groups in services of health and day-care centers. They found difficulties when working with the families due to difficulties inherent to them and the slight involvement of the health staff with the project actions. The instruments are of easy comprehension, the content approached daily issues and they were well accepted by the CHA and legitimate their actions in the activities with the family. But, due to some political changes occurred in the area to implant the project, the non adherence in the work activities in the units and the difficulties that CHA found to settle the FHP led to interfere in the activities and failing. Considering the CHA evaluation as positive in relation to the material used and the reports of the experiences were effective in the areas involved with the project, we may state that the instruments are adequate to support workers in the promotion of infantile development. To reach this objective a greater involvement into this innovating Windowsproject by the health staff is needed, emphasizing the importance to invest in personnel training schemes developed by the CHA.
