A pesquisa procura compreender como projetos culturais podem se constituir em instrumento de inserção e transformação social dos usuários dos serviços de Saúde Mental. Parte do principio de que os movimentos culturais na atualidade, em outras situações de exclusão e luta pela cidadania são instrumentos importantes para a mudança, assim como também, no Movimento da Luta Antimanicomial e diretrizes da Reforma Psiquiátrica, que têm na Cultura uma referência, um instrumento importante para a mudança paradigmática sobre o estigma da loucura. Assim, a pesquisa ora apresentada tem por finalidade contribuir para a reflexão dos atores sociais, compreendendo como a Cultura, aliada às práticas da Reabilitação Psicossocial, podem se constituir instrumento de cidadania para o portador de sofrimento mental. Pretende caracterizar os projetos chamados culturais na rede de serviços CAPS; identificar os objetivos dos projetos culturais do ponto de vista dos gerentes dos projetos; conhecer o impacto desses projetos na vida dos usuários e analisar o conteúdo entre os objetivos e os resultados alcançados pelos serviços. Como metodologia utiliza a pesquisa qualitativa de base exploratória, tendo como instrumento de coleta de dados a entrevista semi-estruturada e para a análise de dados tem a análise temática, sob o referencial teórico crítico. A análise das entrevistas indicou temas que, por similaridade, configuraram as categorias empíricas Cultura e Saúde e O Projeto noTerritório. Os resultados encontrados e analisados nesta pesquisa apontam que a maioria dos equipamentos de saúde mental no município de São Paulo não apresenta o projeto cultural como um instrumento de trabalho em seu projeto institucional. Identifica que há necessidade de uma definição do conceito de projetos culturais no campo da Saúde Mental e que não há uma cultura dos serviços em escrever projetos. O projeto ) analisado produz uma intencionalidade de inclusão social e possibilita a Reabilitação Psicossocial dos usuários dos serviços de saúde mental, participantes do projeto, embora apresentem contradições quanto às diretrizes da Reforma Psiquiátrica e do programa Mais Cultura e Mais Saúde. A pesquisa atinge seus objetivos no sentido de que tem posto em discussão a temática projetos culturais segundo o Ministério da Cultura, vem se constituindo em material para instrumentalizar os coordenadores de projetos culturais dos serviços de Saúde Mental, a fim de fornecer-lhes elementos para o desenvolvimento de projetos culturais.
