This manual describes the methods used by the Centre for Public Health Excellence (CPHE) in NICE to develop public health guidance. It is based on a conceptual framework for public health. The structure of this manual follows the methods for development of NICE public health guidance from inception to publication. An overview of the processes for public health guidance development is described in The NICE public health guidance development process: an overview for stakeholders including public health practitioners, policy makers and the public (second edition) (NICE 2009). The manuals define the philosophical and methodological principles which govern the production of guidance. They also set out the operational framework which collaborating centres, contractors, advisory committees and the NICE CPHE team will follow.
